David Leamer

David Leamer MA, LPC, CBIS

Executive Director

After graduating from Immaculata University with an MA in Counseling Psychology, Dave started his career in Neuro-rehabilitation, serving Head Injury survivors and families in transition to home and community settings. He gained valuable experience in a brand-new field and saw the importance of thorough clinical grounding and working as an interdisciplinary team. From there he worked for ten years in a more traditional outpatient setting and developing a thriving practice in the Reading, PA area, augmented by ventures into corporate training and consultation services. Dave then served as Clinical Director in a residential setting for more than two-hundred adolescents and managed over eighty clinicians. He came away from that experience convinced that all individuals need to maintain primary access to their own home and community and in using only empirically based treatment approaches. Since 2000, and to that end, he has worked in home-based Behavior Health services, managed outpatient offices, administrator of a small private school, clinical director of Autism treatment center, clinical and business consultant, and loved teaching for eleven years at two local community-colleges.

Thinking things were going to slow down, eight years ago Dave continued his private practice and began working at the Center for Autism in Lancaster, PA. It was there he began working with Adults and families affected by Autism and came into direct contact with the fantastic work being done by the Bureau of Autism and the Autism Waiver program. Initially he became a Waiver provider for Individual Counseling services and then expanded to include Behavior Specialist services. Things grew rapidly, and Dave continued working exclusively with Adult Waver Consumers for the next four years. Beginning in 2017, His practice expanded to become Applied Counseling and Consulting Services, LLC, in the hopes of providing a wider array of services that included Community Support services. He and the team are so excited to see this organization emerge as a vehicle to train a dedicated and competent staff solely committed to supporting adults and their families to gain greater independence, personal satisfaction, and meaningful relationships. Although very grateful for a vibrant and satisfying thirty-years in the field of helping others, nothing is as exciting and motivating as the opportunities for growth and change for our organization and those we are privileged to serve.

Dave has been married for the past thirty-six years and loves spending time with his family that includes four sons and three grandchildren. Often distracted in spare time by anything that involves water, mountains, or ideally both simultaneously. He is a life-long Phillies fan has always had a strange affinity for the Cleveland Browns, perhaps reflective of his extreme optimism and hopefulness, or simply the love of orange.
